I think the best way to do this would be to use two effects. One that would give you a white cast and the other to make the edges glow.

Try using the following XML

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{E673DCF2-C316-4c6f-AA96-4E4DC6DC291E}" >

<Effect name="Fog" iconid="12" comment="Heavy Fog">
<Param name="EffectID" value="18" />
<Param name="Control1Value" value="0" />
<Param name="Control2Value" value="0" />
<Param name="Control3Value" value="25" />
<Param name="Transparency" value="70" />

</Effect>

<Effect name="Glowing" iconid="12">
<Param name="EffectID" value="20" />
<Param name="Control1Value" value="5" />
<Param name="Control2Value" value="10" />
<Param name="Control3Value" value="15" />
<Param name="Transparency" value="70" />
</Effect>

</EffectDLL>
</Effects>

</TransitionsAndEffects>

You can change the values in the XML to meet your needs. As an example change the transparency value in the fog effect to a lower number to make it whiter. You can also change the control 1,2, or 3 value in the glowing effect. This will effect the width of the glow effect.

Here is an example clip I made using the two effects.

I faded the the effects out in the middle of the clip so that you can see the differnet.

Hope this helps

You need to copy and paste the above code into notepad. Choose a name for it anything will do as long as you add .xml to the end of it. Save it into C:\Program Files\Movie Maker\Shared\AddOnTFX Restart Movie Maker and you should find them under effects. Look for one named fog and the second one called glowing.
