We already have a transition that does the same thing, it's called "radial." Just go to WMM2 and look for radial in the transition panel.

Try this:
<TransitionsAndEffects
Version="1.0" >
<Transitions>
<TransitionDLL guid="{DE75D012-7A65-11D2-8CEA-00A0C9441E20}" comment="DxtJpeg/SMPTE wipes">
<Transition name="Clock (Radial) Starting at top" iconid="41">
<Param name="MaskNum" value="201" />
</Transition>
<Transition name="Clock (Radial) Starting at left" iconid="41">
<Param name="MaskNum" value="204" />
</Transition>
<Transition name="Clock (Radial) Starting at right" iconid="41">
<Param name="MaskNum" value="202" />
</Transition>
<Transition name="Clock (Radial) Starting at bottom" iconid="41">
<Param name="MaskNum" value="203" />
</Transition>
</TransitionDLL>
</Transitions>
</TransitionsAndEffects>
