This is really not an effect... so for those who only want simple plug
and play effects, sorry. This is a technique that creates an effect, and
something to mess around with, trying different images. I used dashes
(I saw this being used in a flash advertisement) but I think stars would
be cool.

You need a advanced image program like photoshop, but a
lot of people raving about Gimp, which is free.

So, you need to create 2 transparent images. Make a border of
say stars, using the space and dimensions that appeal to you.
The top line should not match the bottom line, the stars should
be staggard differently.

Same with left and right. Then make a copy of that image, and shift
the stars to fill the spaces. Make sure top/bottom & left/right shift
in opposite directions.

When you alternate this two images, they should appear to move in
a counter clockwise direction(in my example), because they move
into the gaps. Then create 2 PIP+ effects that overlay these images.
Like so:

Now...how do we alternate?
Put 2 copies of your image on the time line, and apply one of the
above effects to one of the copies, and the 2nd effect to the other
copy. Then apply a flicker effect to the 2nd copy(it should show at
the top of the effects list, since we want the flicker to be done last)
I used this slower version of flicker, but you may want to mess with
frameskips to find a version that appeals to your eyes.

Too much nonsense? Probably, especially if you just want to
get in and get out. But if you like messing around with MM2,
I think this has some possibilities.

Well, it's very interesting that you dug up this old bone.
This can now be done using this simple PIP++ effect.

<Effect name="PIP++ dashes" iconid="0">
<Param name="OverlayA" value="C:\Documents and Settings\Dave\My Documents\My Pictures\dash1.png;black,black; 24" />
</Effect>

But you still need the PNG images. I didn't think that mine were all that
good, but here they are...best used as a guide. But they will work in
the above effect, or the original method described earlier.
