Well to do that you could place your clip on the timeline and then when you want the first rotation to start click the split clip here button by the preview window and then apply a "Rotate 90" effect to the second clip and then when you want it to rotate 180 split the clip again and apply a "Rotate 180" to the last clip and that should work.

Thanks for the answer but i was looking for a XML like 'Rotate, Full' effect where it rotates the clip, so you see it rotating not one second and then its rotated. Really need 90.

XML for Rotate Full(Its the last one):

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{B4DC8DD9-2CC1-4081-9B2B-20D7030234EF}">
<Effect name="Rotate, Perspective III" iconid="33" comment="Ease In">
<Param name="InternalName" value="Simple3D" />
<Param name="ScaleA" value="0.5" />
<Param name="InitialScaleA" value="0.5" />
<Param name="ShowABack" value="true" />
<Param name="RevolveCamera" value="true" />
</Effect>
<Effect name="Rotate, Perspective IIII" iconid="33" comment="Ease In">
<Param name="InternalName" value="Simple3D" />
<Param name="ScaleA" value="1.0" />
<Param name="InitialScaleA" value="0.5" />
<Param name="ShowABack" value="true" />
<Param name="RevolveCamera" value="true" />
</Effect>
<Effect name="Rotate, Full" iconid="33" comment="Ease In">
<Param name="InternalName" value="Simple3D" />
<Param name="RotateA" value="left" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>

How about this: RotateTo90.

Made using this effect:

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{B4DC8DD9-2CC1-4081-9B2B-20D7030234EF}">
<Effect name="Rotate To 90" iconid="23">
<Param name="InternalName" value="Simple3D" />
<Param name="RotateA" value="left" />
<Param name="ScaleA" value="0.66" />
<Param name="ExponentialProgressDuration" value="0.99" />
<Param name="ExponentialProgressScale" value="0.06" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>

Copy paste the xml code into notepad and Save As rotating.xml in folder C:\Program Files\Movie Maker\Shared\AddOnTFX. Create the AddOnTFX folder if necessary. Confirm the file has .xml extension by turning off the "hide extensions of known file types" from Explorer > Tools > Folder options > View. Restart WMM.

The effect has some anamoly that right near the end it rotates back to 0 degree (or all the way to 360 degree). To workaround that manually place a roatated and scaled picture of the last frame and use Fade transition. See this thread for Scale to Fit transition.
