You could just add a white picture in the timeline where you wanted it to flash and decrese the duration of the picture until its really low then it will appear as a white flash.

I think your best bet is to trust the chroma black transition.
Add your clip, apply the flicker effect, and then transition with a white
title using the chroma black transition. But...if you really can't
make that work and can compromise...try one of these.

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{ADEADEB8-E54B-11d1-9A72-0000F875EADE}">
<Effect name="flicker bright" iconid="31" comment="flicker">
<Param name="FlickerFrequency" value="999" />
<Param name="FrameSkips" value="2" />
</Effect>
<Effect name="flicker pulsate" iconid="31" comment="flicker">
<Param name="FlickerFrequency" value="600" />
<Param name="FrameSkips" value="2" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>

Works good for making a flashing neon title.

One last idea...
If you have the Windows Plus! Media Edition, there is
an effect called Plus! Negative. If you apply:

Plus! Negative
Flicker
Plus! Negative

You will get flashing white.

The way this works is...
Plus! Negative gives you the inverse RGB colors for your clip,
then the flicker effect gives you the black flashes, and finally
the second Plus! Negative returns the clip to it's original state,
but changes the black to white.

Hope this makes sense, and maybe helps.

I think you can do it without having to get the Plus! Media Edition. Copy the following code into Notepad and save it as negative.xml in the C:\Program Files\Movie Maker\Shared\AddOnTFX folder. (If the AddOnTFX folder isn't there, create it). When you restart WMM you should have a new effect called "Negative".

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{16B280C8-EE70-11D1-9066-00C04FD9189D}">
<Effect name="Negative" iconid="18">
<Param name="Invert" value="1" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>

If that doesn't work, I have one other way to create the Negative effect...

Here's an alternate version that should do the same thing:

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{B4DC8DD9-2CC1-4081-9B2B-20D7030234EF}">
<Effect name="Negative" iconid="18" comment="Negative">
<Param name="InternalName" value="Standard" />
<Param name="Invert" value="-1.0" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>

Funny, I have a version of the invert effect, and I tried it...
but it didn't do what I wanted, so I moved on. Since I called
it Invert, and that sounded so cut and dry, I assumed it was standard.
Anyway, the value="-1.0" version is the one you want.

You can get some interesting effects by setting the Invert parameter to values between 0.0 and 1.0. My favorites are 0.5 and 0.75, but combining a 0.25 with a full Negative (-1.0) is also cool...

If you want to play with this, here's the XML...

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{B4DC8DD9-2CC1-4081-9B2B-20D7030234EF}">
<Effect name="Negative" iconid="18" comment="Negative">
<Param name="InternalName" value="Standard" />
<Param name="Invert" value="-1.0" />
</Effect>
<Effect name="Negative 25%" iconid="18" comment="Negative">
<Param name="InternalName" value="Standard" />
<Param name="Invert" value="0.25" />
</Effect>
<Effect name="Negative 50%" iconid="18" comment="Negative">
<Param name="InternalName" value="Standard" />
<Param name="Invert" value="0.50" />
</Effect>
<Effect name="Negative 75%" iconid="18" comment="Negative">
<Param name="InternalName" value="Standard" />
<Param name="Invert" value="0.75" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>
