I have made this with effect with xml.

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{9F8E6421-3D9B-11D2-952A-00C04FA34F05}">
<Effect name="Static Noise" iconid="0">
<Param name="color" value="gray" />
<Param name="strength" value="255" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>


Now I just want to make it semi transparent so you can see the video clip through it. Can anyone help?

you could use a semi-transparent transition,
or you could try this effect:

<Effects>
<Effect name="film static" iconid="31" comment="film static">
<Param name="NoiseFrequency" value="255" />
</Effect></EffectDLL>
</Effects>
</TransitionsAndEffects>

You seem to have forgotten the EffectDLL line. Can you fill it in please, it sounds like a good effect.

Applying the effect 6 times gets the effect I wanted. Thanks

You should be able to up that parm...
<Param name="NoiseFrequency" value="500" /> works
