PIP clip positioning (is it possible?)

Hi there, i'm new to the forum. I'd just like to know if it is possible to rotate, stretch, and position a pip clip or photo anywhere on the movie (like placing a muzzle flare, explosion, ect.) If this isn't possible, PLEASE do not give me a scaled down version of what i'm looking for (ex. Rehan's PIP freeware), but instead I would like an alternative to after effects (Don't suggest wax, i absolutely HATE it) tks, TheFXGamers

Free? The closest I can suggest is Lightworks, but the UI may take some getting used to.

For a more conventional UI, all I can suggest are some low-cost programs like Nero Video 11 which I think is $29.95, perhaps $24.95 if you download the trial and then pay for an "upgrade".

Another bit of criteria (sorry for being picky)

Stable enough to be handled by XP 2005 with no modifications inside
