I'm not that great with XML, so I was wondering, how do you make it to where its just, ZOOM CENTER, not bottom or top. Could anyone fix up this xml so it works like that?

This is Rehan's stuff, so he may give you the expert opinion,
but if you have his PanZoom effects, you should find
zoom into E(E being the center of the matrix).

I do it something like this:

<Effect name="R75 Zoom In to E" iconid="0">
<Param name="X2" value="0.125" />
<Param name="Y2" value="0.125" />
<Param name="Size2" value="0.75" />
</Effect>
<Effect name="R75 Zoom In to E-hold" iconid="0">
<Param name="X2" value="0.125" />
<Param name="Y2" value="0.125" />
<Param name="Size2" value="0.75" />
<Param name="progress" value="0.75" />
</Effect>

Increase the progress value on the hold version to increase static zoom

Dave, your code should work fine... Another way to the same and in particular for keeping in line with the sample code posted above, one can give both rects (1 and 2) the same values:
