Urgent! Widescreen question (not a question from one of the prev. threads)!!

This isn't a qusetion from one of the previous threads. I know that if you go to tools and options 16:9 choice is available. And some of my clips were shot in 4:3 mode and some were shot in 16:9 mode. I was wondering if there is a effect that actually made qa specific clip 4:3 or 16:9 without changing all the other videos to that format. Because if i selected one format from the options menu it would make all my videos in the collection and on the story board that specific format. I really need to know if there is a way to like highlight a clip so its only in a certain format, or if there is a custom "video effect," the sooner the reply the better, (i'm on a time crunch). Thank you dearly for anyone that helps!

Well, first off...this has been asked before and there
have been many methods described on how to do this.
If you wish to make full screen into wide screen...
-you can create a custom title
-you can overlay a black border on the top and bottom,
-you can use PIP+ to apply a border image.
If you wish to make wide screen into full screen,
-you will need to use a pan-zoom effect, just like they
do for TV(pan and scan).

This thread will lead you to lots of ideas.

well i'm not looking for an effect that just adds the bars on to the top and bottom, i was wondering if there is an effect that actually makes the screen a 16:9 ratio, And wouldn't the pan zoom on the widescreen only deteirioate the quality?

options that I know of.
Actually, I forgot about this simple option, but
it is mentioned in the thread that I linked.

Transition your clip with an empty black title clip.

As far as Pan and Zoom deteriorating the quality. Yes, to some
extent that is true. But that is the price you have to pay.
If you want full screen, fil in full screen. If you are using
someone elses source material...ask them to film it
in full screen for you. ;-)

If you want to use a 4:3 clip in a 16:9 video... and want to hide the black borders then you have two options:
1. to stretch the 4:3 frame to fit the 16:9 frame (this looks ugly)
2. to zoom in to the center of some other part just enought to cover the 16:9 frame?

For second option use a static zoom effect:

Copy paste the xml code into notepad and Save with any name but .xml extension in folder C:\Program Files\Movie Maker\Shared\AddOnTFX. Create the AddOnTFX folder if necessary. Restart WMM.

I tried this with a 4:3 clip that I had. I set my editing mode to 16:9 and then added a 4:3 clip. When I applied the Zoom effect it certainly did expand it so that the top and bottom of the video were cutoff, but it also expanded the video left and right so I ended up with everyone looking "wide" with the left and right of the clip being cutoff. Is there a way to just expand the video vertically, but keep all the horizontal information, so you can have a true 16:9 picture in the right aspect ratio? I know if initially film using the 16:9 mode of the camera and import it that way, it will work, but what if I'm incorporating prior clips that were filmed in 4:3?

P.S. Does Windows Movie Maker support the HDV resolution if (when) I decide to by a HD camcorder?

Ah sorry... I only tested it with a still picture... With video the 16:9 mode works differently; i.e. even without applying any effect, it expands the 4:3 video to fill the 16:9 frame. What we need to fix this is an expansion in vertical direction only. Easy with PIP Plus:
