White background that frames my clip - help?

Hi - I am looking for a way, or a plug - in, that will allow me to have a white background that frames my movie clip. In other words, I do not want my movie clip to take up the whole screen - any ideas?

Pip+, transparent overlays, I think there may be be others.
Search around, it has been discussed.

I think the PIP+ is the easisit for this kind of effects:

To use this code, first download and install PIP Plus plugin for WMM. Copy paste the xml code into notepad. Save the file with any name but .xml extension in folder C:\Program Files\Movie Maker\Shared\AddOnTFX. Restart WMM.
