Try this xml:

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{E673DCF2-C316-4c6f-AA96-4E4DC6DC291E}" >
<Effect name="Red Glow" iconid="13">
<Param name="EffectID" value="13" comment="Diffuese Glow" />
<Param name="Transparency" value="35" />
<Param name="RGBBackColor" value="red" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>

You can replace the RGBBackColor with any other color name or a #RRGGBB Color Value.

Also try these effects. These are made from the very thing ("Hue, Cycles through whole spectrum" effect), so might suit your needs better. Tweak the values of "Value" and "EndValue" parameters to adjust as you like.

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{B4DC8DD9-2CC1-4081-9B2B-20D7030234EF}" >
<Effect name="Hue, Single color: Greenish" iconid="16" >
<Param name="InternalName" value="Hue" />
<Param name="Value" value="0.3" />
<Param name="EndValue" value="0.3" />
</Effect>
<Effect name="Hue, Single color: Blueish" iconid="16" >
<Param name="InternalName" value="Hue" />
<Param name="Value" value="0.0" />
<Param name="EndValue" value="0.0" />
</Effect>
<Effect name="Hue, Single color: Orangish" iconid="16" >
<Param name="InternalName" value="Hue" />
<Param name="Value" value="0.6" />
<Param name="EndValue" value="0.6" />
</Effect>
<Effect name="Hue, Single color: Yellowish" iconid="16" >
<Param name="InternalName" value="Hue" />
<Param name="Value" value="0.5" />
<Param name="EndValue" value="0.5" />
</Effect>
<Effect name="Hue, Single color: Redish" iconid="16" >
<Param name="InternalName" value="Hue" />
<Param name="Value" value="0.66" />
<Param name="EndValue" value="0.66" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>

Copy paste into notepad and save as anyname and with .xml extension in folder C:\Program Files\Movie Maker\Shared\AddOnTFX folder. Create the AddOnTFX folder if not there. Restart WMM.

Did you try the instructions at the bottom end of the script?

These are the standard instructions:
Copy paste the xml code into notepad and Save As colorfilters.xml in folder C:\Program Files\Movie Maker\Shared\AddOnTFX. Create the AddOnTFX folder if necessary. Confirm the file has .xml extension by turning off the "hide extensions of known file types" from Explorer > Tools > Folder options > View. Restart WMM.

So I've tried using this in an xml document, but then when I tried to save it in the "AddOnTFX" folder, it said I didn't have permission, so I saved it in a different spot and dragged it into that folder, which worked, but it still won't show up in Move Maker as a new effect. Do you know how to help or someone who might know what to do?

The code is version 1.0 XML designed for Windows Movie Maker 2.x on XP. My guess, from your description of permissions is that you are trying to use this XML for Windows Movie Maker 6.0; it will not work.

I would check the pinned post for WMM 6.0 transitions, effects and titles and find similar code. Look specifically for effects related to hues.

Thank-you!SmileyIs there a way to alter an XML code to fit your version of movie maker? I noticed when I opened one of the XML files that in one place it marked which verison. So if I change that number to 6.0 instead of whichever # version it has, will I be able to use that XML in my version of movie maker?

Please read the pinned post at the top of the "Share Your Vista Transitions, Effects and Titles" category:
view forum 33

The version number tells you the XML version; it relates as follows:
Version 1.0 XML means that is for Windows Movie Maker 2.1 or 2.6 (XP)
Version 2.8 XML means that is for Windows Movie Maker 6.0 (Vista/Win7/Win8)

You can't change 1.0 version XML to work as 2.8 version XML, nor would changing either of them to 6.0 be needed. All XML that you need for WMM 6.0 must be version 2.8 XML.

Basically, if you need transitions, effects or titles for Windows Movie Maker 6.0, just refer to the second pinned post in that forum category. I believe it lists most every transition, title or effect that has been discussed or created on these forums.
