Can anyone give me the xml for making a centered video inset about 3/4th the regular resolution with the background acting as a border?

Here's an example of what I'm looking for:

Just sans the news banner.

just change the value in bold if you want it bigger. i.e. .85 .90

Thank you for the transition, but it's not exactly what I wanted, haha. I wanted it as a video effect instead... unless, this is the only way possible for the effect, then I understand.

Another choice can be found in the alphabetical listing here.... view post 74030

Go down the list and it is the second one in the S listing...the large, medium, small square effect. These are applied as effects. Don't know if its your exact size, but there are three there which you could probably change a bit to your liking. Have fun.
