Here you go:

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{ADEADEB8-E54B-11d1-9A72-0000F875EADE}">
<Effect name="Flicker Video" iconid="31" comment="flicker">
<Param name="FlickerFrequency" value="3" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>

This code is for XP only, and if you don't know how to add this code, just ask.

When you add XML, you can do it manually, or have it done for you automatically.

Manually:
1. Copy and paste the code into Notepad (in Start -> All Programs -> Accessories -> Notepad).
2. Then save it to C:/Program Files/Movie Maker/Shared/AddOnTFX as flicker.xml
3. Now open Movie Maker.

Automatically:
Download XML Adder, a tool I created that adds XML for you.

Have fun!

I would just follow the directions in the post above yours. Where it refers to the code it is referring to all of the lines which begin with a < in the second post in the thread.

Yes, in the post above yours I provide two methods on adding this code; either by doing it yourself manually, or by downloading the program I created and let it do it for you. It's up to you on which method to choose, but if you are a complete beginner and want the process to be as easy as possible, I would suggest you download XML Adder.
