First, this is for XP, so I assume you are on Windows XP.

1) Go to C:\Program Files\Movie Maker\Shared and if you haven't already, create an AddOnTFX folder.
2) Copy/paste the following code into Notepad and save it in C:\Program Files\Movie Maker\Shared\AddOnTFX as moveup.xml (where .xml is important.)
3) Restart Windows Movie Maker

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{B4DC8DD9-2CC1-4081-9B2B-20D7030234EF}">
<Effect name="Move Up" iconid="7">
<Param name="InternalName" value="Simple2D" />
<Param name="MoveA" value="up" />
<Param name="Progress" value="0.125" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>

You'll have a new effect called "Move Up" that you can apply to your clip. If you need to adjust how far it moves up, just change the "Progress" parameter. Currently it moves up 1/8 (0.125) of the screen.

I couldn't find the exact effect I was looking for so I had to create it. It's similar to some other effects around these forums, but actually simplified a little.
