One of the third party Pixelan packages includes 3 effects for tinting blue - Tint Blue, More, and Most.

Just wrote this for you just do the usual stuff...(it's my first one so don't shout if it doesn't work)

<TransitionsAndEffects Version="1.0">
<Effects>
<EffectDLL guid="{EC85D8F1-1C4E-46e4-A748-7AA04E7C0496}">
<Effect name="Blue Hue For You" iconid="11" comment="Blue Hue For You">
<Param name="FadeColor" value="0xFF0000" />
<Param name="Progress" value="0.5" />
</Effect>
</EffectDLL>
</Effects>
</TransitionsAndEffects>

I mainly ripped it off someones green plugin so all credit goes to them (if it work's, it does for me). It maybe a little strong, if it is then reduce 0xFF0000 to some thing smaller, perhaps 0x650000. Change the name, code, pass it around or whatever, I just like to help.
