Cna someone please tell me where to find the xml files for the already built in effects os I can edit them and create my own?

You can find them in this Microsoft article along with lots of other info that'll help you in making your own.

You'll find a lot of custom ones (including a download) in this post by fishycomics and desilucy has a xml generator for some of the effects on his "Toolbox" page.

You're missing the required opening and closing statements. The xml file should be as follows:

One problem is you're missing the </Effects> tag - it should be the next to last line.
