Just look inside the .xml file and it should be straightforward. There is a parameter that affects the intensity of the bloom.

**Added to the pinned post Bloom Variations**
***Important note: Make sure you install the original bloom effects first! (when you have these already, do nothing)***
Here you go, but please read:
1. I deleted the negative effect and the bloom in and out, so make a new xml:
How to make a new XML:
1) Go to C:\Program Files\Movie Maker\Shared. Create a new folder called AddOnTFX using right-click > New Folder. If there is a folder called AddOnTFX already, do nothing.
2) Copy and paste the XML code into Notepad (Start > All Programs > Accessories > Notepad)
3) Now save the XML into C:\Program Files\Movie Maker\Shared\AddOnTFX with a name that ends in .xml (this is an important step)
In Vista, you will likely get warnings that prevent you from saving directly in the AddOnTFX folder. If so, save in another folder (like 'Documents') then copy the file to the AddOnTFX folder in a separate step.
4) Restart Movie Maker (by closing the program and restarting it).

2. I did not make a 10% one because it's almost no change. If you check the normal with 25% you will see that the difference isn't big so this is good enoughSmiley! If you want more, you can always ask, ofcourse!

So, I really liked the idea of the bloom thing.
If I'm not mistake.. Which I probablty am-
What I did was paste it in to notepad, save as .xml, and put it in to the file I was supposed to make labelled AddOnTFX in the shared file, correct?
I don't know.
I know for sure I did something wrong, though.
Becuase I checked the effect, and it doesn't work on movie maker.
Could someone possibly help me out please?
I'm way new to this.
And, yes, I read the little message thing, and I've still found myself confused.

So these 3 new effects are in the list of your moviemakereffects? That means the XML works, but the effects don't. Are you sure you've installed the original bloom effect first?

More bloom variations!
Posted: 07 Apr 2008 10:43 AM
***Important note: Make sure you install the original bloom effects first! (when you have these already, do nothing)***
Here you go, but please read:
1. Again, try to make a new xml!

In Vista, you will likely get warnings that prevent you from saving directly in the AddOnTFX folder. If so, save in another folder (like 'Documents') then copy the file to the AddOnTFX folder in a separate step.
4) Restart Movie Maker (by closing the program and restarting it).

2. These are the standard bloom In&Out transitions only then -halfway (so not so much, with & without blur (with = no change, this looks better) and -more, so you can use them as a transition (like bloom out - fade out to white - fade in from white - bloom in).
Added: 3 Boomerang Effects: More, Half and Half No Blur. 08/2008Smiley

howabout changing how fast the bloom occurs? i'd like it to bloom faster; is it a matter of changing the "time" values? if so.. would i just decrease all the values an equal amount each?

You can't change the time by messing up the effect - just split the video on where you want bloom - how shorter the video - how faster the effect occurs.

Re: One More Bloom Effect- Dreamy Look...
Posted: 26 Jan 2011 05:51 AM
I love the bloom effects that don't change, particularly the bloom25. It creates a "dreamlike" look to a clip. I altered the code slightly to make it look even better as 25 was a bit not bright enough and 50 was too bright- so here is the xml for bloom 35. It looks great and could even be called "dream state effect".
